Error installing packages with net35 or net20 dependencies

Steps to duplicate:
In extension manager, choose online and select DotSpatial.Plugins.WebMap.
DotSpatial.Plugins.WebMap depends on the BruTile package. BruTile has its dll in the lib\net35 folder. The assembly resolver only looks for lib\net40 or lib\net40-client, and so it can't find BruTile.
